Why does my gas grill shoot up fire even on the low setting?

my gas grill is burning my foods because the fire blazes up like it’s a fireplace, even on a setting of low. I know there are pieces of old charred food etc on the bottom. If these are the cause, is it possible to clean them out of the grill effectively enough to stop the problem?

      For no other reason than health the situation.
      The cause of flareups by keeping close watch on the years is fatgrease dripping from the only solution ive found over the meat being cooked removal of tap water to extinguish the years is to extinguish.
